Following are programs and functions of the Juvenile Department and other programs used by the department for youth at risk of becoming offenders and for the youth offender population. Programs are provided directly by the department or through contracts with private or public organizations.
Intake Screening for First Time Offenders
Risk screens are administered to first time offenders and their parents by a probation officer funded through a federal grant consolidated by waivers of city allocations of their federal grant funds to create a countywide response to Juvenile Crime. The screening instrument addresses both risk and protective factors of youth.
Formal Accountability Agreements
Diversion agreements between Juvenile Department and juvenile offenders in lieu of court proceedings.
Minor in Possession of Alcohol Education Class
The Juvenile Department provides access to a web based educational class for first time alcohol and drug offenders.
Alcohol and Drug Treatment
Alcohol and drug treatment groups for adolescents in Seaside and Astoria.
Juvenile Fire-setter Network and Protocols
The Fire Departments of Clatsop County and the Juvenile Department have developed protocols for incidents of youth involved in fire-setting behaviors. Protocols include assessment of fire-setting behaviors, and appropriate, graduated interventions in the community.
On-Call Duty
A probation officer is on-call 24/7 to respond to police agencies and authorize detention, or other placements.
Probation Supervision
Court-ordered conditions monitored by a probation officer usually requiring: restitution, community work service, participation in counseling, education, residential or outpatient treatment, and other conditions.
Supervision Plans
Statutorily mandated plan between the parent(s) of a youth placed on probation and the Juvenile Department that requires parent(s) to provide for their youth: supervision, reports of criminal behavior, attendance and transportation to required treatment and activities, and suitable discipline actions when a youth violates a standard of conduct within the family. The plan may also require parent(s) to complete parenting classes or alcohol and drug classes if appropriate. The plan is reviewed and ratified by the Court, and the parent may be fined by the Juvenile Court up to $1000 if the parent violates the plan.
Community Service Work Crew
Supervised work crews of youth who have violated their probation, parole, or are sentenced to community service. The crews perform labor for public or charitable organizations.
Urinalysis Testing
Random urinalysis testing is provided for youth on probation when court ordered.
Electronic Monitoring
Ankle bracelet that notifies the on-call Juvenile Department Staff if a youth is not remaining at home when placed on "home detention."
Psychological Evaluations
Testing supported by the Juvenile Crime Prevention Plan and the Juvenile Department.
Sex Offender Treatment
Community based treatment supported with polygraph monitoring for youth offenders adjudicated for a sex offense.
