The Clatsop County Juvenile Department is responsible for the supervision of juvenile offenders younger than 18 years old upon apprehension. The department provides intake screening, restitution and assistance to victims, programs to divert youth from the formal court process (when appropriate), due-process in the preparation of legal documents that initiate court action, adjudication and disposition of allegations of delinquent behavior, and supervision of those youth on probation.

These responsibilities are to be provided in a fair and impartial manner within the context of personal accountability and reformation for the youthful offender. The Clatsop County Juvenile Department provides community-based services for delinquent youth. State agencies such as the Oregon Youth Authority and the Department of Family Services provide institutional care and supervision of youth.
