Our Volunteers
  • Auxiliary Communications Volunteers:  We currently have over 30 Amateur Radio Operator volunteers on the AuxComm Team.  They regularly test communications equipment, host communications exercises, and average over 1,200 annual hours of donated time to CCEM and the communities of Clatsop County.
  • Emergency Volunteers:  Clatsop County maintains a registry for citizens wishing to volunteer during emergencies.  At the height of the pandemic response, the registry grew to over 350 volunteers with varying backgrounds, many with health/medical skillsets.
Emergency Management Program Overview

Located at Camp Rilea, we maintain responsibility for a breadth of planning efforts, facilitation of various appointed and volunteer committees, all-hazards public outreach and education, grant management and operating the County Emergency Operations Center.  

Emergency Operations Plan

The Emergency Operations Plan (EOP) guide the Emergency Manager, County Personnel and supporting agencies through the guidelines of establishing an Emergency Operations Center response to small, moderate or catastrophic disaster under the jurisdictional authority of the Clatsop County Board of Commissioners.  Some portions of the plan are not available publicly due to sensitive information regarding response and resources.  Contact the County Emergency Manager with any questions about the County EOP.
