Clatsop County Building Codes offers a combined permit for new construction of a one- & two-family residence. Dwelling permits include the structural, electrical, plumbing, and mechanical permits for the structure. Be sure the appropriate contractors sign the plumbing permit application and electrical permit application. Homeowners doing their own work may sign the plumbing, electrical and building permit applications.
It does not cover electrical temporary service, detached accessory structures or road-related permits, such as right-of-way.
New Dwelling Permit - Permit Fee
The cost of the Dwelling Permit Fee is based on the valuation of the project as determined by the Building Official. The value to be used in computing the building permit and plan review fees shall be the total value of all construction work as well as all finish work, painting, roofing, electrical, plumbing, heating, air conditioning, elevators, fire-extinguishing systems and other permanent equipment. The Division policy as established by the Building Official for determination of the valuation of the project is based on the cost per square foot (published by the International Codes Council). An additional 12-percent state surcharge and 3-percent technology fee is required.
Plan Review Fee
Plan review fees are based on square footage of the structure. This square footage must include all interior footage (finished or unfinished) and the garage. Plan review fee is 75 percent of the calculated building permit fee and is due at the time of submittal.
