Oregon's Tobacco Prevention and Education Program (TPEP) was launched in 1997 with a clear and simple mandate – to reduce tobacco-related illness and death. Since its inception, TPEP has been a comprehensive program, addressing the issues of tobacco use and Oregon's anti-tobacco efforts are saving lives and money.
Each year in Oregon, tobacco use kills nearly 7,000 people. It claims more lives than motor vehicle crashes, suicide, AIDS, and murders combined. Tobacco use is the leading preventable cause of death in Oregon and the nation. Tobacco use costs Oregonians almost $2.4 billion annually – a staggering financial burden, and of particular concern at a time of serious economic difficulties in the state.

Tobacco and nicotine-free Clatsop County campus: Clatsop County facilities are tobacco and nicotine-free! All county buildings and the grounds around them are off-limits to smoking and smokeless tobacco/nicotine use. The Tobacco-free campus ordinance covers the 800/820 Exchange buildings, Judge Guy Boyington Building, County Courthouse, Sheriff’s Office/Jail and Public Works building and shop in Astoria, and the Parole and Probation office and Animal Shelter in Warrenton.

Smoke Free Workplace Law Enforcement: Under the Indoor Clean Air Act (ICAA), smoking and vaping of any substance is prohibited in public places and workplaces, with few exceptions. The ICAA is enforced when the public takes action and reports a violation. Tobacco Retail License: On January 8, 2020 the Clatsop County Board of County Commissioners passed Tobacco Retail Licensing Ordinance NO. 2019-03. This new license was created to increase retailer knowledge and compliance of laws regulating the sale of tobacco and nicotine products, and specifically to reduce sales to minors under 21.
