The main campus is located in downtown Astoria at Eighth and Duane Streets. The historic Clatsop County Courthouse at 749 Commercial St. houses the State Circuit Courts and the District Attorney’s Office.

- Located at 800 Exchange are the Board of Commissioners, County Manager, Budget and Finance, Community Development (Land Use Planning and Building Codes), Juvenile Department, and the Child Support Division of the District Attorney's Office.
- Located next door at 820 Exchange are Assessment and Taxation, Clerk and Elections, and Public Health.
- The Clatsop County Jail is located a block west of the courthouse at 636 Duane St. (NOTE: The Sheriff's Office Criminal and Support divisions have relocated to 1190 SE 19th St., Warrenton). The Sheriff’s Office also has satellite offices in Svensen and Jewell.
- The Judge Guy Boyington Building, where the Board of Commissioners holds most of its meetings, is located at 857 Commercial St., one block from the courthouse. This facility is also the location of the county's secure ballot processing for elections.
