Community Development Issues RFPs To Address Upcoming County Challenges

Clatsop County Community Development has issued three Requests For Proposals (RFP) to address upcoming issues facing the County.

“Clatsop County is getting ahead of the curve by releasing these RFPs. The County is facing fiscal, environmental, and climate change challenges and we need to identify new ways of enhancing our county’s long-term stability and quality of life,” said Gail Henrikson, Clatsop County Community Development Director. “These RFPs will also complete the work needed to finish the comprehensive plan update started in 2019.”

 

Economic Opportunities Analysis (EOA):
Clatsop County faces potentially significant fiscal impacts from implementation of the FEMA Biological Opinion and the Oregon Department of Forestry’s Habitat Conservation Plan. As a result, an EOA will identify future employment trends and ensure sufficient land is adequately zoned to address those needs.

The FEMA BiOp is projected to place severe constraints on growth in areas designated as floodplains.

The ODF Habitat Conservation Plan is projected to reduce Clatsop County timber revenue by up to 35%, impacting schools, businesses, taxing jurisdictions and other social and civic structures in Clatsop County.

Clatsop County’s Goal 9 (Economic Development) was updated in 2023 and the update included new technologies and industries relevant to Clatsop County, including health care, tourism and construction. The update, however, did not include a commercial/industrial lands inventory to replace the analysis and inventory prepared in the late 1970s.

Comprehensive Plan Goals 16 (Estuarine Resources) and 17 (Coastal Shorelands):
Clatsop County will update goals to address issues related to coastal erosion, sea level rise or other changes the estuaries and coastal shorelands that may have experienced over the past 35 years or which may occur over the 20 years.

An update of the estuary management plans for the Columbia and Necanicum Rivers and Ecola Creek will be done along with a review of existing policies and drafting of new policies needed to address estuarine issues over the next 20 years.

Estuary management plans and digitized maps will be developed to ensure that Clatsop County Community Development staff is able to provide clear answers and determine appropriate application procedures when providing information to property owners.

Comprehensive Plan Goal 18 (Beaches and Dunes):
This goal will be updated to analyze and identify new impacts due to coastal erosion, climate change and sea level rise. The regulations that implement Goal 18 determine how far structures can be constructed to the oceanfront; control soils/sand removal within the beach and dune overlay; and dune grading.

Goal 18 originally was adopted in 1980. It needs to be updated to ensure that up-to-date information is being used to protect life and safety and to prevent or reduce property loss.
