At its April 23, 2008 regular meeting, the Board of Commissioners:
· Held a reception in honor of County volunteers and declared the week of April 21st through April 25th as Volunteer Week, in recognition of the Nationally scheduled designation. At the regular meeting they recognized the following volunteers who garnered top awards for 2007 based on nominations and a selection committee: Volunteer of the Year: Ed Hauer Jr. – Emergency Services; Advisory Board Member of the Year: Bruce Francis – Planning Commission; Outstanding Volunteer Group of the Year: ARES – Amateur Radio Emergency Service; Outstanding Volunteers Within a Program: Barbara Hardin – Public Works, Katherine Kahl – 4H & Extension, Dan Crockett – Sheriff’s Office, Posse Members – Sheriff’s Office, SW Coastal Design Review Board – Planning, CADY Mentoring Program – Juvenile.
· Returned District Attorney Josh Marquis’ salary supplement by Board action effective 4-1-08 in exchange for his complying with budget policy. Marquis is to receive the previous monthly amount of $1,125 per month for the remainder of this fiscal year. Also, the Board voted to direct the County Manager to include the supplement in the proposed budget for discussion for Fiscal Year 2008/09 so long as he complies with budget policies.
· Approved and intergovernmental agreement between the County, City of Warrenton and the State, approved a resolution and order designating the property as a “park,” and held a public hearing regarding the sale of the Delaura Beach property to State Parks. The parks designation will allow for the sale proceeds to go to county parks.
· Heard a detailed report during Committee Presentations from Debbie Morrow, Chair of the Health & Human Services Advisory Committee. Morrow gave information on the local service providers and their roles, such as LifeWorks NW, Clatsop Behavioral Health, Coast Rehabilitation Services and Columbia County Community Mental Health. She also detailed the struggle to cover costs of the vital programs and continuing to try to keep up with the needs in our community. Morrow also asserted that there had never been the cooperation as there was today in the past between all of the partners and local government. All looked forward to tackling tough issues in a unified approached.
· During Business from the Public, heard from Nancy Autio, Chairperson for the Lighthouse for Kids and Executive Assistant Marvin Bermudez explained more about their program and thanked the Board for the money that they recently received through the annual Non-Profits granting process from the county.
· Appointed incumbent Gail Galen and new applicant Kim Kines both to full terms on the Recreation Lands Advisory Committee. There still exists an un-served term on this committee and staff was directed to re-advertise.
· Set a time for the May 7th meeting for public comments and to interview the candidates for the vacant commissioner seat.
· Discussed drafting an editorial for the Oregonian and contacting OCZMA regarding Marine Reserves and possibly trying to get lobbying efforts from AOC on behalf of Coastal Communities for this effort.
· Tabled an issue that will involve drafting a “media policy” for a future work session.
· Approved a resolution and order in support of relocating the NOAA fleet to Tongue Point.
· Conducted the second reading and approved the Ordinance for Big River Comprehensive Zone Map change.
· Under consent calendar approved the following items: several sets of minutes from previous meetings, Purchase of Oil Rock for Chip Seal Program, Purchase of Rock for Road Maintenance Program, 2008/09 Grant Application for Assessment and Taxation, Approval of Contract for Purchase and Installation of Animal Control Crematorium, Consideration of Offers and Adoption of Resolution and Order approving sale of county property, Personal/Professional Services Agreement with Personnel Department for fish marking payroll services for Clatsop County Fisheries, Approval of Grant Proposal Letter for Technical Assistance through Community Block Grant Disaster Assistance Program
