Clatsop County assumed the Building Codes Division from the State of Oregon in July 2001. It is a state-mandated program to ensure compliance with elements of the International Building Code (IBC) regarding structural, mechanical, plumbing and electrical plan review and construction inspections.
Building Codes is responsible for reviewing building plans and issuing building permits for inspections of new and altered buildings and for the placement of manufactured dwellings. The county handles electrical inspections for the entire county and structural, mechanical and plumbing and manufactured home inspections for the unincorporated areas. The division is responsible for approximately 6,500 inspections annually.
The fees are set by the state and are projected to cover the cost of the program. All revenues are dedicated by law to the building code program.
With relocation of the Building Codes Division into the Land Use office at 800 Exchange Street in Astoria, the county implemented a “one-stop shopping” service to the public and development community.
