ELIGIBILITY
For city offices, city charter or ordinance requirements may differ from state statutes. For information and specific requirements, contact the city elections official before filing. The phone numbers for all cities are located on the General Information grid.
FILING FOR CANDIDACY
Candidates must file all required forms with their city elections official and follow the guidelines set forth in the charter for their jurisdiction. Candidates may file by paying the required fees (if any) or by obtaining signatures. See the General Information grid for filing fees and signature requirements for your jurisdiction.
The following information is not a substitute for reading the County Candidate Manual, the City Elections Manual, or the Campaign Finance Manual.

PAY FILING FEE
Pay filing fee (see General Information grid) with your jurisdiction's election official and file the following forms:

SEL 120 - Filing of Candidacy for Nonpartisan Nomination (REQUIRED)

SEL 220 - Statement of Organization for Candidate Committee

SEL 223 - Campaign Account Information
The candidate is not required to establish a campaign account, file a Statement of Organization for Candidate Committee or file campaign finance reports, if ALL THREE of the following conditions are met:
-
the candidate serves as the candidate's own treasurer
-
the candidate does not have an existing candidate committee, AND
-
the candidate does not expect to receive or spend more than $350 for the entire election.
However, if at any time the candidate exceeds $350 in either contributions or expenditures, the candidate must establish a campaign account, and file a Statement of Organization within three business days. All candidates file these forms electronically with the Secretary of State's Elections Division, through the online filing system, ORESTAR.

You must file forms with the City Elections Official BEFORE circulating your petitions.
Please follow these guidelines when filing by petition:

Circulate your signature petitions. See
General Information grid for the number of signatures needed.

Submit at least 100% required signatures from the precincts for which you are a candidate to qualify. It is suggested that you obtain 10 to 15 percent more signatures required to compensate for those that may not be valid.

Signatures must be certified by the County Clerk's office BEFORE the city elections official officially accepts candidate filing. It is highly recommended to turn in signatures by Aug. 13, 2010, to ensure the validation process is completed before the filing deadline.

Submit another

File with the City Elections Official not later than August 24, 2010.

CLATSOP COUNTY VOTERS' PAMPHLET
Clatsop County will be producing a voters' pamphlet for the November 2, 2010, General Election. Candidates may choose to be included in the county voters' pamphlet. The voters' pamphlet packet and Statement of Endorsement forms will provide you with the information you need to successfully submit information for the voters' pamphlet. Please read all instructions carefully. You must complete the "Required Information" section again, even though you provided similar information on your candidate filing form.
- Voters' pamphlet filing fee is $50 for Commissioner Candidates, while fees for City and District Candidates are located on the General Information grid;
- Voters' pamphlet filing deadline is 5 p.m., Tuesday, September 7, 2010, for City candidates; and
- The filing location for the county voters' pamphlet is the Clatsop County Elections Office, 820 Exchange St., 2nd Floor, Astoria.
