The Clatsop County Correctional Facility, an adult facility, opened in 1980 with 28 beds. Through double-bunking and other methods, the jail's capacity has been expanded to 64 beds. The jail handles approximately 2,400 bookings per year.  At times, the inmate population is at or exceeds the 60-bed cap. The county rents 20 additional beds at Tillamook County Jail.

In addition to traditional jail functions of booking, lodging and releasing accused or convicted offenders, jail staff is also responsible for record keeping, fingerprinting, confirming warrants and restraining orders, inmate programs, supervision of food service, medical and dental transports and courtroom security.

The Clatsop County Corrections Division operates a supervised community service work crew and various inmate worker and work release programs. All activities are coordinated and provided in a safe and secure manner under the guidelines, laws and Constitutional requirements for the delivery of correctional/jail services.

Mission statement: It is the mission of the Clatsop County Detention Center to provide a safe and secure institution that conforms to Oregon Revised Statutes for the incarceration of the pre-adjudicated and sentenced offenders as mandated by the courts. The correctional facility will classify and house offenders for the maximum protection of staff and inmates, while attempting to release the inmate back into the community safely. The facility will maintain an institutional climate so that every inmate may complete his/her term of confinement with a minimum of corrosive effect and a maximum gain in ability to more adequately maintain a successful community adjustment following release.
