MEASURE 68
REVISES CONSTITUTION: ALLOWS STATE TO ISSUE BONDS TO MATCH VOTER APPROVED SCHOOL DISTRICT BONDS FOR SCHOOL CAPITAL COSTS.
RESULT OF "YES" VOTE: "Yes" vote allows state to issue bonds to match voter approved school district bonds for school capital costs. Dedicates lottery funds for matching funds and repayment.
RESULT OF "NO" VOTE: "No" vote retains current law prohibiting state and restricting local districts from issuing bonds to pay for school capital costs, including acquisition, construction, repair and improvement.
SUMMARY: This measure would revise the Oregon Constitution to allow voters to approve local district bonds for school capital costs and the state to issue bonds and use the revenue from those bonds to help local school districts pay for capital costs. The Constitution currently limits voters' ability to approve local district bonds for school capital costs and prevents the state from issuing bonds to help local districts pay for school capital costs. "Capital costs" include costs for acquisition, construction, repair and improvement, but not routine maintenance or supplies. State funds may be used only to match funds approved by voters in local districts. The measure would dedicate 15 percent of state lottery revenues to a "school capital matching fund" to repay state funds provided to districts. State bonds may not be repaid by raising property taxes. Contains other provisions.
ESTIMATE OF FINANCIAL IMPACT: There is no financial effect on either state or local government expenditures or revenues.
MEASURE 69
AMENDS CONSTITUTION: CONTINUES AND MODERNIZES AUTHORITY FOR LOWEST COST BORROWING FOR COMMUNITY COLLEGES AND PUBLIC UNIVERSITIES.
RESULT OF "YES" VOTE: "Yes" vote continues and modernizes state authority to issue lowest cost bonds to finance projects for the benefit of community colleges and public universities.
RESULT OF "NO" VOTE: "No" vote rejects modernization of authority to issue lowest cost bonds to finance projects for the benefit of community colleges and public universities.
SUMMARY: This measure continues and modernizes the state's authority to use general obligation bonds, the lowest cost method of borrowing, to finance projects for community colleges and public universities. It does not increase the current limit on borrowing. The measure clarifies that community colleges and public universities may purchase existing buildings with the proceeds of general obligation bonds. It also allows the Oregon University System to use nontax revenues to determine whether bonds to be issued under Article XI-F(1) are self-supporting. The measure allows Article XI-F(1) and XI-G bond proceeds to be used for the same parts of a project and to be used for mixed-use projects that benefit higher education. It allows nontax revenues to be used as matching funds for Article XI-G bond proceeds.
ESTIMATE FINANCIAL IMPACT: There is no financial effect on either state or local government expenditures or revenues.

MEASURE 4-148
FIVE-YEAR LOCAL OPTION TAX RENEWAL FOR FAIRGROUNDS OPERATION.
Question: Shall Clatsop County levy $0.07 per $1,000 assessed value each year for five years starting 2011-12 for Fairgrounds operation/maintenance? This measure renews current local option taxes.
Summary: This measure authorizes Clatsop County to levy a property tax in the amount of $0.07 per $1,000 of assessed value each year for five years starting in fiscal year 2011-12. The taxes would be used to finance operations and maintenance of the Fairgrounds and operation of the annual County Fair. This is a reduction from the current local option tax levy of $0.09 per $1,000.
This measure would provide for:
* Continued free or low-cost facility use for youth, charitable and public interest projects * Improvements to increase the facility's usefulness
* Marketing to attract new rental revenue
* Growth of the County Fair An estimate of the total amount to be raised each fiscal year is: 2011-12 $365,220 2012-13 $376,177 2013-14 $387,463 2014-15 $399,087 2015-16 $411,059 This estimated tax cost for this measure is an ESTIMATE ONLY based on the best information available from the County Assessor at the time of the estimate.
CITY MEASURES
MEASURE 4-149 - CITY OF SEASIDE
LOCAL OPTION TAX MEASURE FOR POLICE VEHICLES AND PERSONNEL
Question: Shall the City levy $145,000 annually outside the permanent rate for police vehicles and personnel for five years beginning 2010? This measure may cause property taxes to increase more than three percent.
Summary: These funds will be used to purchase seven police vehicles over the five years of the measure. In addition, this measure will provide for a patrol officer position currently left unfunded due to budget constraints. If this measure is approved, the total amount of money raised over the five-year period will be $725,000.00, which will be levied in equal amounts of $145,000.00 in each of the five years. It is estimated this measure will add $0.15 cents per thousand to the tax rate in 2010/2011. The estimated tax cost for this measure is an ESTIMATE ONLY based on the best information available from the county assessor at the time of the estimate.
SPECIAL DISTRICT MEASURES
MEASURE 4-150 - WICKIUP WATER DISTRICT
WICKUP WATER DISTRICT GENERAL OBLIGATION BOND
Question: Shall Wickiup Water District be authorized to issue general obligation bonds not exceeding $550,000 to refinance outstanding loans? If the bonds are approved, they will be payable from taxes on property or property ownership that are not subject to the limits of sections 11 and 11b, Article XI of the Oregon Constitution.
SUMMARY: Passage of this measure would provide funds to refinance outstanding loans the District has with Oregon Business Development Department that are secured by revenues of the District's water system and the District's full faith and credit. The loans were issued to fund improvements and additions to the District's water system to:
* Provide and install an approximately 450,000 gallons water reservoir;
* Provide and install multiple pressure-reducing valves and two new connections; and
*Replace or install approximately 16,000 feet of water main.
Total project costs are budgeted at $1,674,000. Partial funding has been awarded to the District in the amount of $1,125,750. The District has entered into loans for repayment of the balance.
The bonds may be issued in one or more series; each series will mature in twenty (20) years or less from date of issue.
It is estimated that the proposed measure would add approximately $0.41 cents per thousand dollars of assessed value. For property owners with the median assessed value of $150,000, the estimated additional annual cost would be approximately $61.50. The estimated tax cost for this measure is an ESTIMATE ONLY based on the best information available from the county assessor at the time of the estimate.
