The administrator is appointed by the Board of Commissioners to carry out policies approved by the board, oversee the day-to-day management of the county government and ensure business activities by the county are conducted in accordance with the Clatsop County Home Rule Charter.
The administrator is responsible for the preparation of the budget and monitoring spending; hiring and supervising department heads, ensuring compliance with laws, rules and policies; drafting and enforcing ordinances, representing the county at various functions and on issues, and assisting the citizenry in county issues. The office provides staff support and policy advice to the Board of Commissioners and prepares board meeting agendas.
Assistant County Administrator Debra Kraske assists the County Administrator in analyzing and managing issues, budgeting, special projects and studies.
The Administrator’s Office also includes the Human Resources Office, the Public Information Officer and County Counsel services.

The Human Resources Division provides the framework of personnel practices for the county’s 200-plus regular and temporary employees in compliance with local, state and federal laws. Responsibilities include recruitment, classification plan and review, compensation system surveys, personnel rules and regulations, labor relations, administrating benefits, personnel records, new employee orientation, complaint procedures, collective bargaining negotiations, dispute resolution, American Disabilities Act compliance, recognition programs, performance appraisal system administration, training and organizational development, Equal Employment Opportunity and Affirmative Action program administration and safety and risk management administration.

The Public information Officer develops, prepares and coordinates distribution of news releases, public information, publications and interviews regarding county services, board and Budget Committee actions, financial information and relevant county issues to enhance both public and staff understanding and awareness of county services, programs and policies
